辽宁省人民政府研究室培训中心是专门从事政策导向培训、现代管理培训和学历教育培训的专业机构。我们引进国内外先进教育理念、教学机制和培训方式，对各类管理人员进行高层次国际化的学历教育和专业培训，与美国、英国、法国、加拿大、澳大利亚、新西兰、日本、韩国、新加坡、香港等国家和地区数十所大学、科研培训机构建立了广泛的业务联系和互助合作关系，翻译和引进了国外先进的教育资源和培训技术，并通过国际远程教学体系扩大教育影响力，解决当前社会普遍存在的传统文化和现代管理之间的不协调现状。我们的工作目标――快速提高管理人员知识水平，实现管理素质与国际接轨。

主要业务范围

一、高级管理培训：我们与国内外知名大学合作开展国际工商管理、公共行政管理、文化、教育、卫生管理等学位课程培训。面向国家公务员、企业事业单位的中高级管理人员，采用业余学习、集中授课的方式，在学习和掌握现代化最新管理知识的同时，获得国际认可的专业证书或学位证书。
二、专业证书培训：引进欧美国际认证协会及国内相关机构的培训机制和教学考试大纲，面向各类经营管理人员，进行国内外认可的专业证书培训，从而提高各类管理人员的整体素质，使之更加专业化、国际化，以适应经济全球化发展的需要。
三、境外考察培训：我们与欧洲、美洲、澳洲等地区的大学及相关国际培训机构有着长期稳定的合作关系，经常性的定期和不定期的组织各类专题境外培训考察团，由此推动和促进国际专业研讨和行业间的交流与合作。
四、职业技术培训：随着教育改革进一步深化和人才培养双证制度的落实，面对就业、再就业和境外就业的需要，我们与国内外职业教育院校和相关培训机构有着密切的往来。引进国际职业认证协会及国内相关培训机构的教育机制和教学大纲，面向社会进行职业资格证书培训，从而适应国内外人才市场的需求。
五、国际教育合作：我们是国际IALC和北美ALPHE等国际教育组织的会员单位，曾多次被邀请参加国际教育洽谈会和教育展览会，熟知各国的教育现状，与国外多家学校、教育机构建立了良好的合作关系，在留学生选派，教师进修等方面保持密切联系。
六、国际人才交流：随着我国加入WTO，将会出现人才资源全球共享的局面。国际人才本土化、国内人才国际化，是人才供求的两大特点。我们力争把握时机，根据国内外市场需求，加强和扩大国际人才交流，以适应社会发展需要。

Training Center of Liaoning Provincial Government Policy Researching office is a special educational agency which mainly serves the managers, executives and directors with the policy direct training and the managing skill’s training. The center introduces the international advanced educational ideas, teaching systems and training styles. And can offer different kinds of diploma and certificate courses for all sorts of managements. We have established wide and close relationship with tens schools and retraining agencies in America, Britain, Germany, French, Canada, Australia, New Zealand, Japan, Korea, Singapore and China Hong Kong. The target is to rapidly promote the managing level in China in order to follow the international tendency.

The main businesses are below：

Training The Exectives Management
We organize the courses of MBA, MPA, MED for the company’s bosses, enterprise’s executives, governmental officials. They study the courses in their spare time and we teach them how to study effectively to master the new managing methods and get the diploma or degree.

Holding Vocational Certificate Course
We use some international attesting systems to train the managers with international vocational certificate thereby to accommodate with the global economy.

Organizing The Mission Going Abroad
We have extensible stable cooperative relationship with universities in Europe, America, Australia and organizes the meeting in the country for various subjects.

Vocational Skills Training
According to the Chinese education reformation and the rule of "double certificates" has to be put into effect, as well as the demands of domestic employment and oversea employment, APICEC works together with international vocational education institute and training agencies. We introduce the education styles and teaching briefs from international vocational attestation associations and concerned training organizations to train the employees to obtain the international professional certificates. It is also to improve the trainees" abilities to fit the labor market"s needs.

International　Education Cooperation
We often take part in the international education workshop and exhibition that organized by IALC and ALPHE therefore knows the foreign education actualities very well. We keep in touch with foreign schools and education organizations so that the relationship is well.

Managing International Talents Exchange
The talents will be shared by the globe organizations. As China had joined the WTO, it is obvious that the demands are international talents will come from local areas and local talents will also step into international markets. The center will manage the challenge to meet the society needs, and we can master the chance to extend our business in the field.
